Urban Planning Partners is a policy and environmental planning firm that was established in 2009. The firm is located in Downtown Oakland and is 100-percent women owned. Keeping Urban Planning Partners competitive is our diverse team of planners and other professionals with extensive experience and expertise in urban planning, architecture and urban design, environmental planning, public policy, and project management. Our dedication, strong communication skills, and diverse range of experience enable a successful partnership with our clients.   • Share our office with us! Urban Planning Partners, Inc. and Baseline Environmental Consulting are looking to share our amazing space in downtown Oakland with another company. The space has great light, operable windows, and air conditioning; is ADA accessible; and could accommodate 6-8 people and include one private office, if desired. There are currently two tenants and we are seeking a third, ideally a professional service firm that is complimentary to our work. We are flexible about how much space is shared and most importantly looking for a good match.   • Keeping on top of the latest updates to housing legislation is a key priority for UPP. Every summer we hire an intern to help us track housing policies throughout California. This year we have been happy to have Kyla Schwarzbach join us. She’s a senior at Barnard College, majoring in Urban Studies with a concentration in Geography, where she focuses on planning for affordable and resilient cities. Thank you for the great work, Kyla!

  • California continues to lead in passing innovative legislation to streamline housing production. One such law is AB 2923, which sets zoning standards for BART-owned land and requires ministerial approval for qualifying residential projects that meet affordability thresholds. UPP worked closely with the City of El Cerrito, BART, and developer team to chart an entitlement pathway for the El Cerrito Plaza TOD – the first project in the State to utilize AB 2923. Our work included a strategy to maintain entitlements throughout all phases of development, creating a replicable model for future transit-oriented developments. The El Cerrito Plaza TOD is a transformative project that will deliver:  - 750 mixed-income homes  - New public open space   - Commercial space for local businesses  - Potential for a new 20,000-square-foot public library  - Vehicular and bike parking for BART riders and future residents  UPP also led the community engagement process, including focus groups, a Station pop-up, and community meetings to ensure the project aligns with local goals and priorities. We are grateful to have collaborated with the City of El Cerrito, BART, and development partners: Holliday Development, Related California , and Satellite Affordable Housing Associates (SAHA).  State streamlining bills like AB 2923 are powerful tools for accelerating housing near transit.   • The devastating wildfires that swept across Los Angeles devastated countless families, homes, and businesses. As beloved communities face these incredibly difficult times, we at UPP are committed to standing alongside them in every way we can.   In response to this crisis, we’ve increased our company match for donations to support the relief efforts. We are specifically highlighting the California Fire Foundation Donations and the Wildfire Recovery Fund - California Community Foundation, for their exceptional efforts. We want to ensure that our collective contribution can make an even greater impact, providing essential resources for those in need, including long-term rebuilding efforts.   We are incredibly proud of our Associate Principal, Leslie Carmichael for her generous monetary donations and for traveling to Southern California to volunteer at disaster resource centers in Los Angeles.   • Please join us in celebrating Amit Cohen and his contributions to UPP!   Amit joined UPP last summer and has already played a pivotal role in advancing housing initiatives throughout the Bay Area. His contributions include: • Leading development of the No Net Loss+Annual Progress Reporting (APR) Tool, ensuring jurisdictions comply with California's RHNA requirements by accurately tracking housing site capacities and APR requirements. • Spearheading the LegiCheck Tool, a pilot initiative simplifying housing legislation analysis to determine ministerial approval eligibility for development projects. • Supporting programs like the Alameda County Housing Collaborative, Pre-Approved ADU Working Group, and lot consolidation incentives to streamline housing solutions. • Assisting local municipalities with MTC Transit-Oriented Communities (TOC) grants, enabling better alignment of transit and housing priorities.   What Amit enjoys most is seeing his work translate into real impacts, whether it’s helping municipalities navigate policy or enabling housing developments that shape our communities.   Thank you, Amit!   • Happy New Year from UPP! Last month, the UPP team got together for a Strategy Session to check-in on the progress we’ve made so far and refine our path to achieving our 2029 Vision of Greatness. Through a variety of group discussions and brainstorming activities, we came to important conclusions about the types of projects we want to be involved in and how we want to grow this year.   What are your goals for 2025? We would love to read about them in the comments!   We also want to thank Michelle Malanca Frey for facilitating this Strategy Session.
