Over the past seven years, the Commission has taken deliberate action to accelerate energy storage deployment. Energy storage is a cornerstone of New York’s clean energy transition, enabling greater integration of renewables, enhancing grid reliability and resilience, and creating savings for consumers.   Yesterday, the Commission acted to further refine the 2024 Energy Storage Order by approving, with modifications, the Bulk Energy Storage Implementation Plan. Key improvements directed by the Commission include:   - Project maturity requirements that will reflect evolving market conditions and improve project viability. - New approaches to revenue estimation, valuation and compensation mechanisms that will compensate energy storage systems based on the full suite of benefits they provide and support a wider array of energy storage resources. The Commission's action also reflects a continued commitment to battery storage safety, requiring NYSERDA to continually align its fire safety requirements with state codes and standards. These refinements ensure that New York remains at the forefront of energy storage innovation while maintaining a strong focus on system reliability, market viability, and public safety. With all of the tough news coming from Washington, DC there is potentially some good news coming from New Jersey for rooftop solar! New Jersey permits residential solar and home battery projects slower than most other states in the country. It can take months to get such a simple permit. On top of that, New Jersey has over 500 municipalities, and they each have a different permitting process (see graphic). This is no way to run the clean energy transition. The New Jersey Legislature just unanimously passed S4100, which would allow families statewide to get permits nearly instantly for rooftop solar and home battery projects using an online, automated platform administered by the state. Slow and bad permitting drives up costs for families. Permitting alone can add thousands of dollars to the cost of a typical rooftop solar system, causing soft costs to add 33% to the cost of installing a system. When I was at the DOE, we made expanding automated permitting a priority. Now that the IRA tax credits for residential solar seem to be ending at the end of the year, we need to push our States to finally fix those soft costs to ensure that home solar and batteries will continue to play a meaningful role in the clean energy transition. Cheap rooftop solar and home batteries are particularly important for New Jersey, as they have congested distribution grids that can be cost-effectively expanded using a Distributed Capacity Procurement featuring batteries in your garage. With a bad jobs report and lower overall investment down due to ever-changing decisions from the White House we need to add more tools to save the grid from disruptions. Batteries are critical to bringing down the spiking power prices for all ratepayers in New Jersey, as they add badly needed capacity and reduce 50% of the utilities investment needs on costly distribution grid upgrades. S4100 is good for clean energy and good for ratepayers. Governor Murphy should sign it. The New York State Energy Planning Board has approved its 2025 Draft Energy Plan, setting the direction for the state's energy system through 2040. E3 was proud to support NYSERDA on this effort, focusing on energy pathways, affordability, and reliability. Key insights from our work include: -Electricity demand in New York is projected to grow by about 25% by 2040, driven by electrification of transportation, buildings, and new industries. -Meeting this demand will require significant investments: approximately 35 GW of new solar, along with 9 GW each of energy storage, offshore wind, and onshore wind by 2040. -Energy efficiency measures, such as building upgrades, efficient appliances, electric vehicles, and transit use, will be essential to managing household energy costs, though impacts will vary by location and income level.
