🔊 The Council of Europe is recruiting Heads of Council of Europe Offices!
The Directorate of Programme Co-ordination manages the Council of Europe’s co-operation activities in member states and in neighbouring non-member states. These activities support countries in aligning with Council of Europe standards in the areas of human rights, democracy and the rule of law. The Directorate ensures the strategic planning of these activities, mobilises resources for their implementation, and co-ordinates the Council of Europe’s actions with other international organisations and agencies. It also oversees the Council of Europe Offices and Council of Europe Programme Offices, which actively contribute to the identification and implementation of projects and the mobilisation of funding for their execution.
In this context, we are looking for professionals with the following requirements:
📌 Requirements:
✅ hold a higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area), preferably in international relations, political science, law, public administration, or a related field;
✅ have at least 8 years of relevant professional experience in political affairs or international relations, preferably within an international organisation and with field experience. This should include proven extensive experience in managing co-operation activities and implementing projects/programmes in areas relevant to the Council of Europe, as well as solid experience in administration and management, particularly in staff supervision, financial resources oversight, and budgetary matters;
✅ have excellent communication skills in English (one of the Council of Europe’s two official languages), both written and verbal, and basic knowledge of French (the other official language), or capacity to acquire it on the job.
📌 Eligibility criteria:
✅ be a citizen of one of the member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
✅ have discharged any obligation concerning national service (military, civil or comparable);
✅ not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
✅ be under the age of 65 years.
